Using GameDay Payoff Bar Edition to run a game or contest is ABSOLUTELY LEGAL so long as you abide by the following:
      1) do not charge your patrons to participate
      2) any points or credits that you provide to the participants must only be used in the game or contest and cannot be directly            redeemable for anything of value. NOTE: The dispersing of a prize or award directly related to the ranking of individuals            participating in the game or contest is acceptable because the points or credits themselves do not have a direct correlation            to the value of any prize, but instead is used solely in determining the ranking of the contestants.
However, you may offer prizes and/or monetary awards to the participants of your game or contest as directly based on their performance in that game.
The Unlawful Internet Gambling Enforcement Act of 2006 provides for fantasy sports wagering through wording as follows:
In Part Sec. 5362. Definitions
(1) BET OR WAGER- The term `bet or wager'--
     (E) does not include--
          (viii) participation in any game or contest in which participants do not stake or risk anything of value other than--
               (I) personal efforts of the participants in playing the game or contest or obtaining access to the Internet; or
               (II) points or credits that the sponsor of the game or contest provides to participants free of charge and that                      can be used or redeemed only for participation in games or contests offered by the sponsor
